Goku doesn't seem to discern any noticeable difference between SsjG2 or 3 having a speed disadvantage.
That's good stuff man. If the forms make Goku lose speed, but not Vegeta or Trunks, it must be something those two did in their training. Good stuff.

Don't forget Roshi and Cell neither seemed to be implied to be able to either and it fits with Vegeta being a genius as well as well as reasonably explaining why it is never used again

I specifically asked for Goku, because they are using the same form. Cell and Roshi use the same technique, but I wanted to keep it in the same form.

Izanagi!

So Trunks, the dumbass, who thinks that power is everything, is going to spend a lot of time focusing on increasing speed? He likely spent a while practicing using the USSJ form.

Also, I guess SSJ Vegeta (Post-1st RoSaT) is faster than Semi-Perfect Cell?

I think the way to increase Grade 2's speed is similar to Mssj training. You have to spend a lot of time in the form.

Trunks we know didn't spend a lot of time in Grade 3 or Vegeta would have scolded him.

And how, exactly, does staying in the form for an extended period of time increase speed?

I guess it would kind of work how gravity training works?

It's speed training. You can train to get faster just like you can train to get stronger.

Going back to my rl scenario with the skinny kid being buff but losing his blazing speed. Ok, he is impressing the ladies, but he is too slow to play his position in basketball now. So he does speed training to balance it a bit. He's never gonna get back to that blazing speed, because he weighs more, but he can certainly get faster.

The ASSJ and USSJ have the following limitations
1.Strain
2.Slower than SSJ/MSSJ

1.SSJ/MSSJ speed adder/multiplier:base speed + 10
2.ASSJ speed adder/multiplier: base speed + 8
3.USSJ speed adder/multiplier: base speed + 6

The variable "base speed" can be increased by training in base or any other forms or transformation.
The constants "speed adder/multiplier" for each transformation or form remains constant.

The reason SSJ is preferred is because it doesn't have the above 2 limitations.

Nothing suggests Goku noticed a difference in speed between Grade 2 and 3

Chapter: 387 (DBZ 193), P10.3, P13.1-4
Context: Goku just achieved Super Saiyan Grade III for the first time.
Gohan: “Ab-absolutely incredible power! You’ll definitely be able to defeat Cell like this!”
[ ]
Goku: “I can’t win like this…Probably not…[ ] With my muscles swelled up like this, my power greatly increases, but it kills my speed. Huge power doesn’t mean anything if I can’t hit my opponent…And it uses up energy at too intense a rate. Balance-wise, regular Super Saiyan is best. I know that well enough…”

Goku's clearly not talking about Grade 2.
